Required actions pass live probes and response validation. Probe history is published.
Required credentials pass independent checks and synthetic transactions succeed.
Continuous probing and current, independently checked trailing-90-day outcomes.

Credentials depend on jurisdiction and vertical; L3 does not imply a license or insurance requirement where no applicable policy requires one. Unpublished vertical contracts cannot establish Official extension conformance.
Earned continuously
The verifier recomputes standing as evidence changes. Expiry removes supporting evidence. A credential failure or a week of failed probes can suspend the endpoint. A badge must show current standing, not a historical high.
